教育信息化，已成为世界范围内教育现代化的重要标志。中小学是知识普及与文化传承，培养高素质人才的摇篮，必须信息化，必然信息化，已是为事实所证明的雄辩命题。中小学教育信息化离不开现代信息技术的支撑。现代信息技术为中小学的教育现代化，打造了全新的技术平台。这种信息化的技术平台，促使了教学环境、教育技术发生了革命性的变化，例如增强了共享学习资源的通信功能，促使教育教学设施的网络化，完善了多媒体交互式学习环境等等。
本文阐述了一个教育资源管理系统的全部设计思想与开发过程，以及部分代码实现，采用B/S模式，采用JSP技术、HTML技术与SQL Server数据库相结合开发。

The educational in formationalized has become the important symbol of educational modernization all over the world.The primary school and the secondary school are the cardle of person cultivation.It is necessary to be informationalized and can not be seprated with the sustaining of the modern information technology.The modern information technology raises a new platform of information technology which causes a revolutionary transformation among the environment and technology of teaching,such as strengthening the communication ability of shareable study resources;
developing the weblize of teaching equipments;perfecting the environment of multi-medium mutual studying;etc
This text elaborated all designs thought of an education resources management system and development process, and parts of code realization, adoption the B/ S mode, the adoption JSP technique, technique of HTML and the database of SQL Servers combine together the development.
