According to the research, we can see that the demand of English language as a skill has been increasing very fast, but the quality of English education is not following. The gap between these two is really increasing. If you talk about quality, we have to think about two main roles, teacher and students. From my study, for example, you would send a newly graduated teacher, obviously English majored, to a school to teach, before you send them, understand about his English level, and after one year, check his English level again. Unfortunately, you will find they haven’t improved, but instead they are declining. Why?
From the situation above, you can easily find out that the system is crashed or out of date, or something else, I am not qualified to say what it is. Just like computer, if the computer were crashed, the software would not work; if the system is out of date, you cannot install newly developed up-to-date software, or even you can install it, it would work really slowly.
We know that so many people have been doing research on how to learn English, and so many papers have been published, but teachers seems like a lay person, they don’t care about it, or they don’t worry, because they are full time employed and bear no pressure. Student’s results are not their work; there is no practical supervising system to the teachers. And everyone thinks that they can become a teacher as long as they get bachelor degrees, or master degrees.
As far as I am concerned, this kind of study rush is necessary in China as it is useful and helpful for personal development and modernization of our country. However, just as Chairman Mao said that a trend would cover another trend, so we should pay much attention to the phenomenon that foreign culture has infiltrated our culture and some people has ignored our own national language culture.
Some students have good marks in English subject, but could not master Chinese very well. Some college students and postgraduate students pay much attention to English learning while ignoring the major study. A lot of youths celebrate much more on western festivals, such as Christmas day, Valentine’s Day, Thanksgiving Day and so on, but reduce passion in Chinese traditional festivals. Some Chinese people feel pound of speaking English, no matter whether it is suitable time to speak in it or not.
In a word, when learning English, we should not only start from the purpose of improving the international communication but also have deeper consideration on the effect of English learning.

2.1.2 Chinese overestimate the value of English for individuals and the country
Making a comprehensive view on the present condition of English education in China, you can easily find that one of the most serious problems of English education is that Chinese people overestimate the value of English for individuals and national development. The detail fact is that some English learners pursue English language with excessive psychological energy. They spend much time and energy on English learning without considering that different areas have different conditions, and different people have different needs of English level. Most Chinese people rush to learn English for raising their personal abilities, and they regard English as a good way to improve their personal development; just few people think that English is a kind of language tool, which is used for communication. It is no doubt that if all Chinese rush to learn English, we will lose our own traditional and valuable language culture. Just try to think that what will happen if you ask a tract man who just is good at sports on track and field or a basketball player to finish the long distance race. It is easy to imagine the negative results of people overestimating the value of English learning.
As English education in China is a kind of foreign language education, it aims at making a new tool to fill the lack of mother tongue by communication, information exchange, knowledge complement and so on. At the same time, English education can broaden the international horizons and humanism quality of Chinese students to improve the soft power of the country. Therefore, people often regard English as a   language tool.
However, any kind of tool has a number of functions, and it is difficult for a tool operator to use all of its functions, so does the tool of English. China is a rising power; we need a number of high-level experts on proficiency in Chinese and English language, such as Lin Yutang, Liang Shiqiu, who are respected by American and English people. We also need a large number of advanced expertise in different academic fields that can be carried out at simultaneous interpretation and translation, such as Zhu Shenhao, Ji Chaozhu.We need a high level of English teachers, like Lee Funing, Wang Bilin;we also need lots of colleges, universities and the vocational schools to help students combine their major needs to learn part of the English language skills. Therefore, China's goal of English education should be stratified, and then learners can have their own ways to learning English according to their own conditions and demands. It is no need for them to be in pursuit of the abilities of using general language, cross-cultural communicative competence, as well as thinking and working in English from elementary school to university.
