摘要近年来，我国的许多城市进行了创新社区自治路径的探索，形成了各具特色的社区治理模式，积累了一定经验，但依旧存在着一些共性的问题。鉴对此，本文基于治理理论视角，以南京和苏州的社区自治实践为研究对象，对两地“政府行政管理与基层群众自治互动衔接机制(简称“政社互动”)”的社区治理模式进行案例研究，总结“政社互动”下的社区自治成效，分析 “政社互动” 激活与深化的制约因素，探索构建社区自治的路径：落实社区自治主体的实践地位，发展社会组织和社会力量，加强政府购买，重建社会资本，推进协商民主机制建设。86450

Research on the Construction Path of Community Self-governance from the Perspective of Governance

——Taking the “Government-society Interaction” in Nanjing and Suzhou as the Example

Abstract Recent years, many cities of our country have carried on the exploration of community self-governance path innovation, forming distinctive community governance models, accumulating some experience, but there still being some common problems。 In view of this, this paper analyzes the community governance model of ‘the government administration and grass-roots mass self-government interactive convergence mechanism’ of Nanjing and Suzhou from the perspective of governance theory, taking the community self-governance practice of Nanjing and Suzhou as the object。 summarizing the achievements of the community autonomy, analyzing the factors that restrict the ‘government and society interaction’ from being deepened and activated, exploring the construction path of community autonomy: implement the practice position of the subjects of community autonomy, develop social organizations and social forces, strengthen the government procurement, rebuild social capital and promote the construction of deliberative democracy。
