政务微博在政府危机管理中的应用研究

摘要在应对危机事件时，政务微博已经成为政府发布危机信息、了解民情民意、破除不实传闻、引导舆论走向的重要工具。因此，如何有效利用政务微博，妥善处理危机事件，提升政府公信力，塑造良好政府形象，成为政府危机管理面临的新要求和新挑战。本文以“东方之星”沉船期间政务微博的应用为研究对象，发现政务微博在此次危机管理中的应用虽然有许多可取之处，如发布信息及时、破除不实传闻、突出正面人物、实现跨部门联动、宣传相关知识等，但是也存在着交流互动不足、后续报道不力、影响力有限、地区关注度不均等问题。对此，提出了增强微博意识、提高影响力、加强危机后续报道、推动政务微博协调发展等优化政务微博在危机管理中的应用的建议。86807

Research on Application of Government Microblogging in Government Crisis Management—Taking "Eastern Star" Shipwreck as an Example

Abstract

In response to the crisis event, Government microblogging has become an important tool for the government to publish information on the crisis, understand public opinion, get ride of false rumors and guide public opinion tendency。 So, how to use government microblogging effectively, handle the crisis properly, enhance the credibility of the government, create a good image of the government, have become the new requirements and challenges that government faces in crisis management。In this paper, application of government microblogging during "Eastern Star" shipwreck as the research object, found that there are many merits of government microblogging application in the crisis management, for instance, release information in a timely manner, get rid of false rumors, highlight positive character, implement cross-departmental interaction and publicity related knowledge, but there are not enough interaction, weak follow-up reports, limited influence, uneven regional attention and other problems。 For this, put forward the proposal of enhancing the consciousness about microblogging, improving the influence, enhancing crisis follow-up reports and promoting the coordinated development to optimize government microblogging application in crisis management。
