摘 要：地方政府对公共服务外包进行监管，能够保证实现经济和社会的公平。目前，我国的公共服务外包已经取得一定成效，并且在一定程度上满足了民众的公共服务需求。但相较于西方先进国家，我国地方政府对公共服务外包所进行的监管仍处于起步阶段，存在着监督评估机制不完善、行政监管法律法规制度不健全、监管机构不独立等问题，需要客观面对和加以改进。通过创新外包监督机制、加强建设相关法律制度、明确地方政府监管范围、建立独立监督机构等策略，可以构建一个与地方政府职能转化相适应的公共服务外包监管机制。90814

地方政府监管公共服务外包的现状及机制完善策略
1978年以来，我国政府的职能发生转变，地方政府承担了大量的公共服务供给职能，成为了地方公共管理的主体。公共服务包括两种性质，分别是公共性和外部性，这两种性质导致了公共服务提供方面所独有的特殊性。而当代地方基层政府以其与公共服务相一致的特性，理所应当地承担起为地方提供相应的公共服务的职能。但由于地方政府在动力、能力方面的局限性，以至于无法很好地满足公众的需求。
由于经济全球化的发展，西方先进的行政管理理念也不断传入我国并影响着我国政府机构改革和职能转变，20世纪90年代被引入中国的公共服务外包作为一条全新的路径，将市场机制通过市场化改革的方式，纳入公共服务供给领域，从而降低公共服务的成本。论文网
