摘要：本文利用了层次分析法及综合加权评分法，对上海市嘉定区外冈镇市级土地整理项目进行绩效评价。从经济效益、社会效益、生态效益三个大方面入手，建立评价指标体系，确定权重，并利用综合加权评分法确定各指标的分值。最终结果表明，上海市嘉定区外冈镇市级土地整理项目的经济效益、社会效益、生态效益分数分别为78.94，85.13，79.67，最终综合效益评分为80.37，均在良好范围之内。此土地整理项目均衡的考虑到了各方面的效益，基本达到了预期的效果且当地社会反响较好。25961

Performance Evaluation of Land Consolidation Project of Waigang Town, Jiading District, Shanghai
Abstract： In this article, Analytic Hierarchy Process and Synthetic Weighted Mark Method are used to make performance evaluation of land consolidation project of Waigang Town, Jiading District, Shanghai. Starting from the three aspects of economic benefit, social benefit and ecological benefit, the evaluation index system is established by using Analytic Hierarchy Process, the weight of all indexs is determined by using Analytic Hierarchy Process too, and the scores of each index are determined by Synthetic Weighted Mark Method to determine the level of each indicator. The final result shows, the economic benefit of land consolidation project of Waigang Town, Jiading District, Shanghai scores 78.94, the social benefit of land consolidation project of Waigang Town, Jiading District, Shanghai scores 85.13, the ecological benefit of land consolidation project of Waigang Town, Jiading District, Shanghai scores 79.67, and finally, the comprehensive benefit score is 80.37, these scores are all within a good range, that means the economic benefit, social benefit and ecological benefit of this project have all reached the desired purpose,. The comprehensive benefit is naturally the same. Land consolidation project of Waigang Town, Jiading District, Shanghai is balanced to take benefits of all aspects into consideration, basically achieve the desired effect, also, local residents are satisfied with the project.

上海市嘉定区外冈镇市级土地整理项目绩效评价
正所谓民以食为天，土地对人类而言一直是非常重要的资源。我国长久以来都是以农为本，历朝历代都非常重视耕地资源。在经济飞速发展的现在，城市不断扩张，大片的土地都建起了房屋，有一些甚至被污染，几十年甚至上百年都无法恢复原来的样子。
