摘要：自党的十八大报告正式提出“新型城镇化”这一概念以来，政府和社会都顺应时代发展而更加关注城市化进程中的各个要素的协调分配和以人为本的全面发展。泰州市位于长江经济带，在城市化过程中已经有了初步的成果，而面对新型城镇化道路中以人为本的核心，泰州市在住房保障上还有着一定程度上的困境，这也成为了延缓泰州新型城镇化发展的因素之一，住房保障作为最基本的社会保障，把住房问题解决好，才能为新型城镇化提供有力的支撑。本文主要采取文献研究法和演绎分析法，重点对泰州市新型城镇化发展下城市和农村住房保障现状进行分析，并根据其中所存在的问题提出相应的对策，以促进农村人口平稳向城市人口转变，促进新型城镇化健康发展。93463
