摘要：在旅游业高速发展的前提下，传统的旅游形式逐渐被时代淘汰，现在正是实现旅游转型的最佳时机。结合淮安的现实情况，可以将淮安市构建成为低碳旅游城市。结合发展评价指标对淮安的各项资源进行分析时发现淮安的旅游经济收入较低、能源消费结构不合理以及低碳技术水平落后等问题。根据这些问题提出了加快旅游模式转型，提高能源利用率，加快旅游景区低碳建设，提高低碳技术水平，加大政府宣传等对策，最后分析将淮安建设成为低碳旅游城市带给淮安的实际意义。94339
