摘要：随着城市化步伐的不断加快，失地农民数量在逐年增加，其社会保障问题引起社会各界的广泛关注。土地对农民而言，具有生产资料和社会保障双重功能，农民失去土地就成为“务农无地、就业无岗、社保无份”【1】的三无人群，成为一个新的弱势群体。本论文以上海金山区和奉贤区两个郊区为典型进行调研分析，研究失地农民现状及面临的问题，并根据各国经验以及上海实际情况提出切实可行的措施。试图为解决我国城市化进程中的失地农民的社会保障问题提出一些具有借鉴意义的建议、对策。本文主要包括三个方面：一是失地农民社会保障问题的现有研究概况；二是上海市在城市化进程中，为解决失地农民社会保障问题所采取的措施及存在的问题。三是针对存在的问题结合实际情况提出切实可行的措施及建议。6335

Shanghai landless peasants’ social security problems in the process of urbanization
Abstract：Along with the accelerating pace of urbanization, the number of landless farmers increased year by year, the social security problems cause the extensive concern of the social from all walks of life. Land for the farmers, has a dual function of production and social security, farmers lost their land as "farmers landless, employment and social security no copy of" 3 without the crowd, and become a new vulnerable groups. In this paper, the two suburbs of Shanghai Jinshan and Fengxian District typical research and analysis to study the current situation and problems of landless peasants, and to propose practical measures based on the experience of other countries as well as the actual situation. Trying to solve the land-lost farmers' social security in China urbanization process problems put forward some Suggestions and a countermeasure has the reference significance. This article mainly includes three aspects: First, existing research profile of the social security of landless peasants; Shanghai in the process of urbanization, the measures taken to solve the issue of social security of landless peasants and existing problems. The third is to propose practical measures and recommendations for the problems with the actual situation.
