摘要我国商业银行社区化经营逐渐兴起，但仍未有统一的说法。国外较为常见的是社区银行，它是国外整个金融体系中极其重要的一个组成部分，而商业银行社区化经营与真正意义上的“社区银行”概念是不同的。其相对于商业银行传统经营模式而言，具有较为鲜明的设计特征，且因为仍处于摸索阶段，所以在运作过程中体现出较多的风险性因素，面临的主要风险有信用风险、流动性风险、市场风险和操作风险。研究社区化经营风险管理，即在识别、评价、控制风险的基础上，健全风险治理结构，完善银行内部风险控制制度和风险政策体系，全面提升风险管理水平，进而建立有效的社区化经营风险管理机制。45408
本文首先分析了商业银行社区化经营风险管理研究的背景和意义，并通过对国内外相关理论文献的分析与整理，明确本文的研究重点及框架。接着，在界定商业银行社区化经营及其特征后，根据社区化经营的现状，识别其风险源，并对风险进行评价；然后结合国外经验，分析国内外风险控制的方式，进而给出社区化经营风险管理研究的结论和建议，对促进我国商业银行社区化经营的稳定、安全、快速发展具有重要的意义。

Abstract
Community-based management of commercial banks gradually rise，but not yet have a unified view．The Community Bank that is more common in foreign countries is a very important part of the whole overseas financial system．However it is different in the concepts of community-based management of commercial banks and “community bank” in the true sense．Compared with the traditional business model of commercial banks， community-based management of commercial banks has more distinctive design features．Because it is still in the exploratory stage，it reflects more risk factors in the process of operation．The main risks are credit risk，liquidity risk，market risk and operation risk．The research on community-based operational risk management，is namely on the basis of the identification，evaluation and risk control perfecting the risk governance structure，improving the bank's internal risk control system and risk policy system，and enhancing the overall risk management level，thereby establishing an effective community-based operational risk management．
This paper analyzes the background and significance of the study on commercial bank's community-based operational risk management，through analyzing and sorting relevant theoretical literatures，and defines the focus and framework of the research．After defining community-based management of commercial banks and its characteristics，according to the status of the business community，identify sources of risk，and evaluate the risk; then combining foreign experience，analyze the ways of risk control at home and abroad．Finally，this paper gives some conclusions and suggestions about community-based operational risk management research，which have an important significance in the promotion of stability，security and rapid development of community-based management of commercial banks in our country．
