摘要维护职工的社会保障权益是工会的一项基本职能，工会作为职工利益的代表，正在越来越积极地参与社会保障制度的建设，但是目前我国工会组织在社会保障制度中的作用发挥得并不理想，还存在着很多问题。为此，本课题以镇江总工会为例，采用文献法和调研法，对工会组织在社会保障制度中的作用进行研究。首先介绍了工会组织和社会保障制度的相关理论基础；其次对镇江总工会在社会保障制度中发挥作用的现状、存在问题及原因进行分析；最后提出完善工会组织在社会保障制度中发挥作用的措施。46657

Research on the Role of Trade Unions in the Social Security System  

——Taking Zhenjiang General Trade  Unions as the Example

Abstract    Safeguarding employees’ social security rights and interests is an essential function of trade unions. Trade unions, as the representative of the staff and workers’ interests, are increasingly active in the construction of the social security system. But now the functions trade unions play in the social security system are not ideal. There are still many problems. For this reason, the paper takes Zhenjiang General Trade Unions as the example, using literature and research method, to study trade unions’ roles in the social security system. First, this paper introduces the theoretical basis of the trade unions and the social security system; secondly, this paper analyzes the status quo, problems and reasons of the Zhenjiang General Trade Unions’ role in the social security system; lastly, this paper puts forward the measures to improve the trade union organizations’ role in the social security system.

工会组织在社会保障制度中的作用研究                              ——以镇江总工会为例

0 引言

社会保障制度建设与广大职工的切身利益和基本需要密切相关，是其最关心的问题。目前，我国社会保障制度的改革正处于初级阶段，还有不少有待增强、改进和完善的环节。其中，努力使社会保障各层面和行为主体发挥出积极作用，对于建立健全社会保障体系具有现实意义。工会组织一直是参与社会保障制度建设的重要社会力量。随着时代的不断变迁和社会的飞速发展，工会组织如何更加有效地在社会保障制度中发挥作用，是值得社会保障学者和工会工作者关注研究的课题。 

    维护职工的社会保障权益是工会组织的一项重要而基本的职能。工会作为职工利益的代表，正在越来越积极地参与社会保障制度的建设，成为维护职工合法权益的重要机构。在国内外复杂的工人运动新形势和社会环境中，中国工会面临着诸多机遇与挑战，发挥工会的各项职能、实现参与方法的创新、加强工会自身建设、积极应对挑战等等就成为新形势下中国工会的重要应对措施。基于以上背景，本课题以镇江市总工会为例，研究目前我国工会组织在社会保障制度的建设和运行方面发挥了哪些作用，还存在哪些具体问题，并针对存在的问题提出完善工会组织在社会保障制度中的作用机制应采取的措施和对策。本研究对我国社会保障制度的建设和完善具有一定的理论和实践意义，同时对加强工会组织力量、强化其作用的发挥、使工会组织成为名副其实以维护职工权益为宗旨的社会团体具有现实意义。 工会组织在社会保障制度中的作用研究:http://www.youerw.com/guanli/lunwen_48415.html
