摘要 ：十八大报告中明确指出 “ 建设职能科学 、 结构优化 、 廉洁高效 、 人民满意的服务型政府 。 ” 由此，建设服务型导向的政府将成为中国执政者提高政绩、增强综合实力的重要方向和目标 。 因而 ， 对于政府服务能力的评价也就渐渐成为人文与行政学科的重要研究方向，得到了越来越多相关专家学者的重视。本文从江苏省实际形势出发 ， 选择江苏地方政府为研究对象 。 通过查阅相关文献 、 专家评判修改以及第三方实践证实三个方面 确定评价指标 、 参量以及维度 ，并得出相关评价指标体系 。 随后 ， 在对比了多种神经网络算法模型后 ， 本文使用离散 Hopfield 算法完成网络评估模型的建立与实践仿真。课题组 使用 MATLA B数学分析软件进行建模分析，并用此模型对江苏政府服务能力进行评价分析。通过与相关课题其他评价方法分析比较 ， 本文 分析结果与专家定性评价 及层次分析法 (AHP) 保持一致 ， 同时由于算法的选择保证了模型的客观性 ， 进一步证明了 该模型在该类评价中的准确性 、 快捷性 与普适性 。59633

Through consultant from related documents,judgments from related experts and third-party practice, we creat indexesand dimentionalities and then build a model indicator system to analyse.After comparision of several algorithms, this paper chooses DiscreteHopfield algorithm, using MATLAB as analyse and simulation tool, to builda neural networkfor this issue.Through the contrast with other judgments of relavant problems, it comsesout that t he result of the analysis is consistent with the evaluation ofexperts and other ways of appraisal such as AHP. Meanwhile, our model issecured in objectivity through the adequeat selection of algorithm, whichsuggests the model ’ s objective accuracy , swiftness and universality .
