摘 要：养老保险制度往往是社会保障体系的核心内容，关乎群众的基本福利，影响着人们的生活条件。随着时代发展，我国城镇养老保险制度也逐渐进行了完善。改革开放以来，政府初步建立了具有中国特色的城镇养老保险制度，但随着人口老龄化程度的加深，现行的养老保障制度越来越不能满足城镇居民的基本需要。基于此，本文采取制度变迁研究框架来探讨我国城镇养老保险制度变迁的过程和分析相应政策的优势与隐患，为完善该制度提供经验教训。74842

Abstract: Endowment insurance system is the core content of the social security system, is about the basic benefits of the masses, has the significant influence to the social and economic development。 Historically, the changes of the urban pension insurance system in our country to be progressive and mandatory features。 Since reform and opening-up, the government initially established the urban pension insurance system with Chinese characteristics, but with the degree of population aging, the current old-age security system is more and more can't meet the basic needs of urban residents。 Based on this, the article adopts the framework of institutional change study to explore the process of changing urban endowment insurance system in China and put forward the corresponding policy recommendations, to perfect our country's urban pension insurance system to provide some reference and reference。

与欧洲国家在面临经济疲软时，进行社会保障制度改革，削减养老、医疗、等福利支出做法所不同的是，我国选择了加大社会保障投入来加强居民消费信心拉动经济，在全国范围内推行新型农村养老保险和城镇养老保险制度，但我国的养老保障水平仍不能满足人民的基本养老需求，显出了诸多问题。并且随着我国人口老龄化愈加严重，如何满足养老需求、完善养老保障制度也成为了政府急需解决的问题。论文网
