摘 要：产业链是产业集群的内在表现，产业集群是产业链的空间载体，两者存在着必然的内在联系。本文在阐述产业链的内涵以及产业集群的基础上，以淮安市盐化工产业为主线，运用区位商分析了盐化工产业集群发展过程，指出目前盐化工产业发展阶段为有群有链的集群化阶段。并通过构建框架图的形式重点分析无机与有机两大产业链转移情况，最终指出了产业存在的一些突出问题，例如产品初级化态势明显，企业绿色生产意识薄弱等，并针对问题提出相关合理的建议。80055

Abstract：Industrial chain is the inner performance of industrial clusters, industrial cluster is the space carrier of industrial chain, and there is a certain internal connection between them。 The on expounding the connotation of industry chain and Industry Cluster Based on, taking Huaian city salt chemical industry as the main line, using location quotient analysis of salt chemical industry cluster development process, pointed out that the current stage of development of salt chemical industry as a group of chain cluster stage。 And by constructing a graph framework on the analysis of inorganic and organic industrial chain transfer。 Finally, it was pointed out that the industry has some prominent problems, such as the product of the primary trend is obvious, the enterprise production of green consciousness weak and in view of the question proposed some reasonable suggestions。

1 引言
在经济全球化的的背景下，产业中的个体从原来的分散布局到在空间上不断集聚，一方面是由于产业的集聚优势已经超越低成本优势，成为吸引产业集聚的主导力量；另一方面在国际产业链整体转移的背景下[1]，产业间通过区域协调与分工合作形成不同层次的产业链。随着产业链的转移，产业集聚进一步演化成产业集群，产业集群也在不断升级的过程中表现出由低附加值向高附加值转变的过程，产业集群的发展路线也从过程升级过渡到到产品升级、企业升级，最后是链的升级。 淮安市盐化工产业集群化发展存在问题及对策建议:http://www.youerw.com/guanli/lunwen_92884.html
