摘要随着互联网在世界范围内迅速地普及和发展，互联网已经普遍运用于政治管理生活中。大学生网络参与高校公共事务是近年来国内高校管理模式发展的一个趋势。本文对杭州师范大学在校大学生进行调查，对大学生网络参与高校公共事务现状、特征、动因、问题与对策等方面进行了梳理，发现大学生网络参与高校公共事务存在着功利性、阶段性和被动性的特征，参与能力和参与意识欠缺以及高校网络参与管理存在渠道不完善、机制不成熟的问题，不仅危害了大学生参与的积极性，而且影响了高校公共事务的管理。建议从大学生自身、高校、社会三个层面入手，发挥大学生的主体作用，加强高校的关键性作用，落实社会的保障作用，保证大学生有序网络参与以及高校网络管理模式的高效运行。50433

With the rapid popularization and development of the Internet in worldwide, Internet has been widely used in the management of political life. Students participate in college public affairs network is a trend in recent years, the development of the domestic university management mode. This paper makes investigation on college students of Hangzhou normal university, on College Students to participate in College public affairs network , features, motivation , problems and countermeasures of carding, found that college students' network involved in public affairs, there is utilitarian , stage and passive resistance characteristics, ability to participate as well as the lack of awareness and participation in the management of the university network channels imperfect mechanism immature problem, not only to reduce the enthusiasm of college students participate , but also affected the university management of public affairs. Recommend starting from the students themselves, universities, three levels of society, play a main role in college students, strengthen the key role of universities, protection implementation of social, ensure that the college students to participate in an orderly network and the efficient operation of the university management model.

一、导论

（一）研究背景

1994年4月我国正式进入了互联网时代，开启了中国互联网发展的新纪元。到了2014年6月，根据中国互联网信息中心《第34次中国互联网发展状况统计报告》，我国的网民规模达6.32亿 。接近一半的中国人口已经通过互联网进行信息获得、信息传递、时政评论、时政参与、娱乐消遣等网络生活方式。互联网也成为了继报纸、电报、电视之后的第四大媒体，这是信息传播领域一次革命性的变化。互联网正在以虚拟性、互动性、平等性、以及廉价性等特点逐渐在我国的政治生活领域扮演着越来越重要的作用。

根据中国互联网信息中心2014年5月发布的《2013年中国青少年上网行为调查报告》，截至2013年12月，中国青少年网民规模达2.56亿，这其中大学生的比例占了14.4％。关于大学生上网信息获取的普及率达到了91％，是所有青少年中最高的群体 。大学生的参与意识和参与能力必然对未来政治参与产生重要的影响。虽然大学生作为现代社会最富有知识、个性的年轻一代，但他们还是处于一个并没有完全社会化的阶段，大部分时间都是生活在大学校园中，因此，我们从大学生网络参与高校公共事务入手，对大学生网络参与高校公共事务的总体情况、影响因素、途径，以及高校网络管理中存在的问题进行研究。并从大学生自身、高校、社会三个层面入手，发挥大学生的主体作用，加强高校的关键性作用，落实社会的保障作用，保证大学生有序网络参与以及高校网络管理模式的高效运行。 大学生网络参与高校公共事务研究:http://www.youerw.com/jiaoxue/lunwen_53763.html
