摘 要：本文主要研究了淮安市水资源量的消耗、淮安居民对自然生态环境的影响。将生态足迹法引入水资源分析中，构建淮安市水资源生态足迹与生态承载力计算模型，对淮安市 2006—2015 年水资源生态足迹、生态承载力进行分析。结果表明，在 2006—2015 年间淮安市人均水资源生态足迹总体上呈上升趋势，淮安市的水资源基本都是赤字状态，可见淮安市水资源开发利用程度和利用效率不高，政府应当加大整治力度，努力提高水资源利用率。水资源生态足迹的变化，生态赤字与生态盈余直接反应社会经济发展，应当合理根据淮安市水资源的时空分布情况，适当调整产业结构，合理调度、利用水资源，努力促进淮安市社会经济的发展。92710
