摘要：产业结构和就业结构是国民经济结构的两个重要组成部分，二者影响到一个地区的社会经济发展状况，其关系对经济的协调发展也具有重要意义。本文以江苏省产业结构和就业结构为研究对象，以作为考察阶段，运用结构偏离度的分析方法，对其二者的一致性进行探讨，发现产业结构和就业结构在匹配上存在一定的问题和矛盾，即就业结构滞后于产业结构，并结合实际提出可行的方案和措施，实现社会劳动力的合理配置，维护社会稳定发展。52776

Abstract：The industrial structure and the employment structure are two important components of the structure of the national economy.Their impact on a region's socio-economic development situation, its relationship to the economic importance of harmonious development.This article chose the Jiangsu´s industrial structure and employment as the research object and studied the data from 2003 to 2012.During the analysis ,the main analysis method applied is the structure deviation which is used to carried on the discussion to uniformity of the industrial structure and the employment structure.We study this subject to discover the industrial structure and employment structure in matching problems and contradictions:The employment structure lags behind the industrial structure.Combined with the practical,we put forward some idiographic plan and feasible measures to achieve the rational allocation of social labor and maintain the society develop steadily.

1 前言
产业结构和就业结构是组成国民经济结构的重要部分，一个地区的社会经济发展状况和人民生活水平与其息息相关，因此，协调好二者的关系关乎区域的和谐稳定。改革开放以前江苏省第一产业的产值比重较大，是当时国民经济发展的支柱，故而劳动力大量分布在该产业，而后生产力水平的大幅度提高使农村产生大量的剩余劳动力，随着改革开放的春风吹向全国各地，各级政府为了发展区域经济，在城市和乡镇都兴办了大量的工厂企业，吸纳了大量剩余的劳动力，第二产业产值比重快速上升，并且超过了第一产业，成为地区的支柱产业，第三产业也逐渐缓慢发展起来，并开始吸引劳动力就业。近年来，随着高新技术产业和新型服务的崛起，第三产业以不可阻挡的势头迅猛发展，其产值和发展潜力具有超过第二产业的趋势，使劳动力在此聚集，使得江苏省的产业结构和就业结构的关系从根本上发生了很大的变化，因此我们要对其二者进行研究，并联系实际提出有效可行的对策扩大就业，协调产业结构和就业结构平衡发展。 江苏省产业结构与就业结构的协调性研究:http://www.youerw.com/jingji/lunwen_56782.html
