摘 要：在信息高度发达的互联网时代，利用计算机来对公文进行电子化管理已成为一种潮流。目前由于机关单位收到的、以及下发的文件都是纸质形式，不便于公文接受单位对公文进行电子化存档、查询、使用等，极大影响文件使用效率。随着网络带宽的不断提高，线上办公已成为社会发展的趋势，公文完全可以用电子化的方式存放在服务器上，在数据库等信息系统的支持下，对公文进行各种处理。本次设计的公文管理系统是面向乡镇行政机关的，用于乡镇政府处理公文，此系统的使用将极大提高基层单位的公文管理水平。本人在系统的研究中主要对系统的功能性需求进行设计，公文管理流程具体完成公文收发，分类归档，公文传阅。在系统的数据库设计中，主要是公文数据表，在设计中把公文编号中的字符分别用来表示发文机关、级别（国家级，省级等）、时间等。80961
