公务员考试冷热现象的考察与分析

摘  要:回顾公务员考试的历史,一步一步的了解公务员在中国的发展趋势。从公务员报考“热”的现象背后探索原因,很容易发现当今中国社会追求工作稳定,追求社会地位,受到利益的驱动和就业形势的逼迫而考公务员的人比比皆是。但是,随着中国经济的发展,就业的多样化,国家政策的变化,政府职能的转变和对公务员职能要求的提升使得“公考热”变得“公考冷”。公务员的这种“冷热”现象引起了社会各界的注意,大家从这种现象中看出社会追逐功利的心态,看出社会价值观面临滑坡。这样的矛盾社会现象必然引起国家和每个人的注意,国家积极采取对策拓宽就业渠道,同时完善监督机制和保障体系,以此来提高就业率。同时,未就业人受到正确的择业观熏陶也不在痴迷于公务员。公务员报考正在向着常规化发展。93083

当今中国的 “国考”非公务员考试莫属。公务员考试无时无刻不在牵动着成许许多多人的心,显然,公务员考试已经成为大多数人的茶余饭后的热门话题。鉴于当今公务员考试联系着多数人的心,本文将从公务员考试的历史, “冷热”变化的原因,及其从公务员考试“冷热”变化的背后剖析当今社会的心态和价值观。

在夏商周的时代,并没有很明确的规定公务员,因为当时流行世袭制,所以当官的都是提拔自己的子孙后代。后来各诸侯国群雄并立,国家的君王和大臣需要越来越多的人来管理这个国家。当时的孔子提出了这样一句口号:“学而优则仕” [1](P103)。因为孔子当时很有威望,所以大家都很遵循他的号召。这就相当于提出了这样一个概念,社会需要建设管理服务系统。这也是公务员出现的最早征兆。

科举考试在隋朝的时候建立,在唐朝的时候进入常规化,这就确定了一个基本原则:一些有才能但是社会地位低下的人通过科举考试可以有做官的机会。科举制创立初期经常受到外界众多因素影响。考试之前经常有考生去考官家登门拜访,希望留个好印象,让自己在录取时优势更大。之后,经过宋明两朝的健全和发展,各种考试的规章制度在这两朝逐步得到了完善。公平考试择优录取的思想被广大人民所接受,为如今的公务员考试埋下一个扎实的种子。 (责任编辑:qin)
