摘 要：足球被称为世界第一的运动，高对抗，拼抢激烈，同时也是犯规比较多的一项运动，一场足球比赛的结果受很多因素的制约。其中，尤其重要的便是裁判员的作用。足球比赛的准确判罚离不开裁判员的准确控制与精确判断！裁判员的判罚直接影响比赛是否能顺利进行，也是显示出裁判员水平能力的标准。但足球比赛中影响裁判员判断的因素很多，为了提高判罚违规的准确性，裁判员应深刻理解规则，提高判罚犯规的预见性，并有权威公信与职责。对赛场上对一切情况有一定得把握，做出合理准确的判罚。因此，本文将亚洲冠军俱乐部足球联赛作为研究重点，对比分析中外裁判员现状，从中归纳总结出如何提高裁判员执法能力能力的研究。本文通过进行相关文献的检索，主要运用文献法、、逻辑分析法、录像分析法、访谈法、数理统计法等研究方法，对目前足球裁判员在比赛中影响其判罚的因素进行调查与分析。在借鉴前人研究成果的基础上，主要从有关概念的理论阐述、足球裁判员执法能力培养的现状、足球裁判员执法过程存在的问题及发展对策研究。研究主要结论为：1裁判员执法准确性受到自身能力水平限制。2裁判员执法易受到心理因素的影响如赛前准备工作，主客场观众、教练员的干扰、个人的喜恶等。3裁判员判罚也会受到天气和场地等客观因素影响。通过本文研究,笔者在此基础上提出以下建议促进我们裁判员能力的提高:(1)完善联赛裁判员注册制度。规范裁判员选拔、培训、考核、晋级、淘汰机制。建立金字塔式的裁判员培养模式。(2)重视足球裁判员基层队伍建设,加大青年足球裁判员的培训力度,为联赛裁判员提供丰富的后备人才资源。大胆启用年轻裁判,多给年轻裁判提供临场锻炼机会。(3)加强对职业足球联赛裁判员的管理和监督,定期进行比赛监督、裁判员的思想教育、业务学习和身体培训,全面提高联赛比赛监督及裁判员的业务能力和职业道德素质。(4)建立联赛比赛监督、裁判员区域间轮转交流制度,为比赛监督、裁判员提供更多的交流和学习机会,通过交流和学习取长补短,促进我国联赛裁判水平迅速提高。(5)足协要支持、理解和尊重裁判员工作,尽力为我国联赛裁判员提供物质和精神上的帮助,调动其工作的积极性73502
