摘  要 目的：构建农村公共卫生服务多元主体的协同绩效评价概念框架和指标体系，为提高农村公共卫生服务质量和改善公共卫生服务协同供给效率提供有价值的参考。方法：采用文献研究法、德尔菲专家咨询法建立评价概念框架和指标体系，采用fuzzyz模型确定评价指标的权重。并采用多种数理统计法来检验指标体系的信度、效度和区分度。最后采取加权累加综合评分法、TOPSIS法和秩和比法完成4个县域地区基本公共卫生服务协同供给绩效的评价。结果：农村公共卫生服务多元主体协同供给绩效评价概念框架和指标体系包括3个一级指标、8个二级指标和18个三级指标，一级指标权重系数分别为0。3239、0。3303、0。3459。加权累加综合评分法、TOPSIS法和秩和比法三种方法对乡镇公共卫生服务协同绩效的评价结果具有较好的一致性。结论：以协同理论构建绩效评价指标体系，构建的方法切实可靠，结构科学合理，具有一定的实用性和创新性。90158

Abstract Objective: To provide a valuable reference for improving the synergy performance of rural public health service by establishing the conceptual model and index system of synery performance evaluation of rural public health service multiple subject。 Methods: The conceptual model and evaluation index system of synery performance of rural public health service were established by literature review and Delphi method, fuzzy comprehensive evaluation method used to calculate the weight of evaluation index。 The Reliability, Validity and discriminant degree of the index system are tested by persiform mathematical statistics。 Finally, the Weight Grade method, the TOPSIS method and the Rank-sum ratio are used to evaluate the performance of the synery service of basic public health services in four county regions。 Results: The conceptual model and index of synery performance evaluation of rural public health service multiple subjects contain three level 1 indicators, eight level 2 indicators,18 level 3 indicators。 The level 1 indicators weight coefficients are 0。3239,0。3303,0。3459 respectively。 The Weight Grade method, the TOPSIS method and the Rank-sum ratio have good agreement with the evaluation results of township public health service coordination performance。 Conclusion: Based on synergia theory, the conceptual model and evaluation index system of synery performance of rural public health service have been established, constructs the method is reliable, the structure is scientific and reasonable, has certain practicability and innovation。
