摘要不同时间段人口结构展现出来的各种问题，促使农村养老保险制度发生改变。如今随着我国农村经济生活水平不断提高,老年人口比例增大,再加上传统的家庭养老模式的逐渐瓦解，使得农村养老问题越来越突出。农村人口老龄化日趋严重，而城乡贫富差距的不断拉大和国家财政对城镇社会养老保险制度的倾斜，若要保障农村老龄人安度晚年,就必须不断完善现行的农村养老保险制度。本文首先回顾了浙江农村养老保险制度的变化，对浙江近年来人口结构的变化进行了分析，基于人口结构变化对农村养老保险制度的影响，探讨了浙江省养老保险制度的发展与改进。提出建立及完善农村养老基金制度，增强基金的增值能力，加大基金监管力度；不断完善农村养老保险制度促进城乡一体化；加大对农村养老服务设施建设的投入减轻年轻人的养老负担的建议。同时建议政府加大宣传，鼓励农民早参保，增强农民的社会保障意识。89265
