摘 要：本文以泰州市为研究对象，结合泰州市实际，在指标体系构建的原则下，将层次分析法应用于泰州市生态生态环境指标体系的研究。采用专家调查的方式构造判断矩阵，应用yaahp软件进行计算，从而得到各指标的权重。结果显示，自然环境对泰州市生态环境建设的影响最大，经济环境的影响相比自然环境来说较小，社会环境的影响最小，它产生的影响比自然环境和经济环境都小。自然环境，经济环境和社会环境之间相互关联，共同作用构成了泰州市的生态环境。评价结果与实际基本相符，证明利用层次分析法来评价省内范围生态环境质量是切实可行的。92713

1 前言

世界上任何一个国家的教育、文化、经济、科技中心都离不开城市，城市是由人类发明创造的，城市是人类群居和生活的地方,在我们如今这个时代占着最主要和广泛的位置。这里的经济和社会活动是最集中的,就是传统典型的社会一经济一自然生态复合系统，人类从事社会经济自然活动的物质基础和生存条件离不开城市生态环境，这与城市的构成与进步息息相关。据《长江三角洲城市群发展规划》报道，建满21周年的泰州市已经明确被列为Ⅱ型大城市。到2030年年底，泰州作为一座充满生机和活力的成长型城市将要跻身全球一流品质的世界级一流的城市群[1]。泰州未来前景可期。但泰州也存在着发展问题，就目前泰州市的发展状态来看，许多生态环境方面的问题严重影响着城市的有效发展。因此分析与评价泰州市的经济、社会、自然等的各个方面，加强管理生态环境遗留的问题，为泰州的可持续发展提供重要的科学理论依据，这具有重大意义[2]。
