日本海上封锁政策的实施对中国沿海各港口贸易及中国抗战造成了巨大的困扰，对此国民政府在初期采取了缉私和交通管制的方式应对，成效不大，反而使贸易陷入更加困窘的局面。于是国民政府改变政策，公开利用走私来突破日军的封锁。在此背景下，温州航运商人根据日军封锁政策的变化及国民政府的应对措施，制定和采取了一系列航运突破行动，使温州港开始崛起，并为抗战做出了贡献。随着日军封锁政策的加强，温州港的繁荣消失，贸易停滞。虽然温州港的繁荣时间短暂，但其航运突破对抗战及战时后方的经济生活所发挥了重要的作用。
