摘要：中国古代“秘书机构”的得权与回落是一种极为特殊的历史现象。中央秘书官吏 最初并不具备实权，规模也不大，因为皇帝的信任和放权，他们逐渐壮大成为一股力量， 他们或为皇帝所用牵制外戚和权臣，或直接架空皇权，把持朝政，玩弄权术。这个时期的 皇权逐渐走向象征化。而这些具备了实权的中央“秘书机构”一般都出现在王朝的中后期， 这个时期，文书制度的便利促使他们壮大，权责的不明使他们有机会获取更大的权力，人 情的网络为他们保驾护航。最终，这些“秘书机构”的存在，或导致王朝的覆灭，或激起 有识之士扶立明君。而这些膨胀起来的“秘书机构”，最终会被新的“秘书机构”所替代， 进入消亡期。王朝的兴衰总是相似的，“秘书机构”的膨胀消亡正好与之相对应，循环往 复，成为不可避免的历史现象。70917

在中国历史演进的过程中，出现了许多令人深思的现象。两千年来，有一个现象一直 循环往复，似是每一个王朝都逃脱不开的“魔咒”——中央秘书机构的“膨胀回位”现象。 这个现象是指服务于帝王的中央秘书，尤其是宦官团体的发展总是由小到大逐渐增强，从 基础辅助性工作慢慢发展到能影响帝王的决策，最后甚至发展到能操纵帝王为他们服务， 完全凌驾于皇权之上。而一旦国家命脉被宦官秘书集团这个利益团体所掌控，皇帝感觉无 法再掌控这个机构，就会感到担心，就会采取某种方式解决这个利益矛盾，或削弱职权， 或提拔另一个机构与之分庭抗礼，或直接杀戮人命，直到原本的利益团体消散，一个崭新 的，以不同面目出现的中央秘书机构出现，承担原本秘书机构的最初的职责。从封建王朝 建立以来，中央秘书机构一直从被动发展到主动发展，不断在皇权与权臣的博弈中发展壮 大，然后在某一方得胜之后，又因触及到了他们的利益而被削弱，直至被另一个秘书团体 所替代。在长达两千年的封建社会里，这一现象不断出现，成为一条研究从秦汉到明清中 央秘书机构发展的重要线索。论文网
