摘 要：在微博舆论环境下，意见领袖通过扮演信息热点的发布者、舆论走势的引导者、议程设置的参与者和社会反思的推动者等不同性质的角色，在社会公共事件的探讨中发挥着重要的作用。因其速度快、范围广、叠加影响力大的传播规律，和通过定性问题事件、提出解决方案、致力情感认同的传播方式，使得他们在微博平台上进言社会并参与公共事务，发挥出外部监督、推进公共事务等巨大的社会功能。但由于部分意见领袖对信息把关的缺失和对理性思辨的忽视，给网络谣言和网络暴力的提供了滋生和频发的空间。因此在纷繁复杂的微博环境下，政府部门要加强规范和引导，意见领袖本身也要自觉自律，肩负起社会环境守望者的责任。56372

Abstract：In microblogging public opinion environment,weibo opinion leders play an sifnificant role in the discussion of social public events by acting as information and hot spots publishers,the direction of public opinion’s guiders,the participants of agenda-setting,the promoters of social reflection and so on different kinds of characters. Because of their communication rules cover high speed,wide range,big influential and mode of transmission including qualitative events,propose solutions,committed to affective commitment,they disscuss social problems and take part in public affairs on the weibo platform and play a huge effect of public opinion strengthening the external supervision and promoting public affairs and so on.However,because of the lack of information gatekeepers and the neglect of rational debate,it leads to network rumors and violence’s frequent breeding. So,in the complictated weibo environment,relevant departments should strengthen their regulate and guide,opinion leaders themselves should be disciplined and shoulder the responbility of the social watchers.
