摘 要：关注民生是党和国家提出的政治主张,政府在改善民生方面承担着重大责任和担任重要角色,解决民生问题关键在于政府。高度重视民生,不断改善民生,是党和政府的义务,也是党和政府的责任。本文在疏通课题的相关理论后，对地方政府治理的民生困境及其治理能力问题进行探索研究，提出了逐步完善民生领域的公共服务体系、为民生提供制度上的保障和利用市场机制提高政府公共服务供给效率等一些列治理途径。92450

当前,经济社会环境已经发生了巨大变化,地方政府原有的许多行政管理方法已不能适应时代的要求,为此我们迫切需要在科学发展观的统筹下,按照构建和谐社会的要求,进一步转变地方政府职能,明确地方政府的角色,以使政府更好地履行责任和义务,促进整个社会更好地实现公平正义与和谐稳定。
