摘要海外高层次人才创业需求政策支持体系完善对策研究摘要：人才是国家发展的核心动力。浦东，作为上海乃至全国改革开放的前沿，在科技、资金、人力资本、产业配套等方面具有较好的基础，是上海打造全球科技创新中心的主阵地。随着市场竞争的激烈以及大范围的本科、研究生学历的出现，海外高层次人才也日益增多，创业的重要程度也就日益凸显，同时随之而来的创业需求支持体系成为每个企业都无法回避的课题。本文通过直面海外高层次人才创业需求现有的政策、政策的不足以及成因，总结出可供参考的完善的方法，并以上海市浦东新区为例进行实例分析。案例中的海外高层次人才创业需求政策支持体系的现状以及存在的问题都具有一定的代表性。34773
