摘要：城管在城市管理当中发挥了无可取代的作用，随着社会的发展，城管出现了很多的问题，也面临随着执法困境与陷入了公众不能理解的尴尬境地，随着《行政处罚法》等一系列法律法规的建立，城管的不足得到了一定的改善，其工作取得了长足的进步。2012年1月1日《中华人民共和国行政强制法》 正式施行, 可以说该法的实施，是行政机关进行行政管理做出行政行为的重要法律保障。然而公众对于城管是否具有行政强制执行权的疑问并未得到解决，反而愈演愈烈，本文着重分析了城管是具有此权力以及其价值和意义，并分析了其存在的不足，最后提出了完善的构想。54115
