摘 要：本文通过古今对比，聚焦当今中国城乡规划执法过程中存在的一些制度规定上的问题，分析古代主要是明清时期到南京国民政府时期直到现代南京的城乡规划执法制度，总结历史经验，挖掘当代中国城乡规划执法过程中出现的问题，吸取历史经验同时的也借鉴美国城乡规划执法工作成功经验及其在执法过程中所体现的的科学技术，提出将我国执法制度和先进技术，与中国的社会实际相结合，城市和乡村相结合，统筹规划，共同发展，科学性、先进性、创造性的将城市规划法律法规的执行落到实处，完善城乡规划执法制度，提高执法水平，推进城乡规划统筹协调发展。73553

一、引言
从古至今，城乡规划都是指导城乡建设和发展的蓝图，城乡规划的良性发展与中国稳定、和谐、繁荣、进步密切相关。在当今中国城市发展进程中，许多矛盾冲突日渐浮现，现有的城乡规划执法法律法规渐渐跟不上城市快速发展的脚步；而在城市发展过程中，乡村的规划发展相对滞后，导致了现在发展模式不平衡。我国为了扶持乡村发展，进行了一定程度政策倾斜和资金保障，但在制度上，也应该进一步完善，尤其是规划执法制度，确保执法过程中人民的利益和利益受损的救济措施。论文网
