摘 要：近一段时间以来,有关于公共服务绩效评估的研究逐渐受到学者们和研究者的日 益关注,与此同时政府部门也愈加关注公共服务绩效评估的工作 ,以其为提高中国国民生 活满意度和提升公共服务质量的重要标准。公民拥有着公共服务的直接对象和评估绩效的 主动一方于一体的双重身份,参与公共服务绩效评估有着得天独厚的优势。公共服务绩效 评估在当前的实践中，仍然面对着公民参与绩效评估的意识不强，政府能力不足，公民参 与的方式不通畅，组织化程度不高等等难题。因此，政府在公共服务绩效评估上要多多提 高公民的参与意识，增多他们的参与途径，完善好公民参与机制，建立一套有关公民参与 绩效评估的相关机制。90520

Abstract ： In recent years, study on public performance evaluation get the favor of scholars and researchers day by day。 Citizens have the dual identity as the object of public service supply and the main body of performance evaluation, and it has a unique advantage to participate in the performance evaluation of public service。 Public service  performance evaluation in the current practice is still facing the citizen participation consciousness is not

strong, the ability is insufficient, the system level is low, the participation way is not smooth, the organization degree is not high and so on。 Therefore, the government should perfect the citizen participation mechanism, raise the citizen participation consciousness, increase the citizen participation way, establish a set of citizens to participate in the public service performance evaluation system。
