摘 要：本文对大数据的应用以及政务公开的内涵进行了简单描述，通过对大数据时代政 务公开的价值、实施和常州、淮安两市网上政务公开方式与内容的比较,描述大数据时代 背景下的政务公开制度。本文探讨了大数据时代地方政务公开的困境，重点描述了政务公 开的思想观念陈旧，法律、法规保障不足，形式化、表面化倾向情况严重，人才和技术不 足等相关问题。根据这些问题，在思想层面上、法律层面上、技术层面上和制度层面上提 出相关建议。85696
