摘  要：县级政府绩效评估就是对县级政府业绩、行政效率、公共服务及政府成本进行的科学评估，它不仅能够规范县级政府行政行为，而且更能促使县级政府发挥其基本职能，提高其社会治理的效能。随着县级政府绩效评估活动在我国的展开，暴露出了绩效评估目标短期化以及目标确定缺少公平性、评估主体单一、评估观念扭曲、评估指标设置不够科学、评估结果运用不恰当等诸多问题。因此要对我国县级政府的绩效评估进行完善，必须坚持以民为本、公共服务、公众满意的价值取向，同时还要采取一些必要的对策，即提高公众主体意识并树立为公众服务的意识、设置合理的评估指标、发挥多元主体在评估中的作用、强化绩效评估结果的导向作用。92321
