摘 要：通过对淮安市社工机构和志愿者组织的志愿者管理工作进行比较研究，发现社工机构的志愿者管理模式呈现出两种特征：“社工+义工”和 “全职+兼职”；志愿者组织的志愿者管理模式呈现出两种特征：“志愿者+志愿者”和“兼职+兼职”。然后，在志愿者招募、培训、考核、激励方面，社工机构和志愿者组织都存在着不同程度的差异。差异具体表现为招募对象的选择差异、招募方式的选择差异、甄选标准的高低、培训机会的多寡、考核评估的方式、志愿者保障的完善程度与激励的方式。针对这些差异，笔者从不同角度进行了较为深入的分析与探究。在此基础上，分别提出了开展志愿者人力资源规划、制定招募计划和甄选标准等优化策略，以期推动志愿服务的持续、高效开展。94484

Abstract：Through Huaian social work agency and the organization's management a comparative study of volunteers, found that social work institutions volunteer management model shows the characteristics of two kinds of: "social workers and volunteers" and "full-time and part-time"。The organization management mode of volunteers shows the characteristics of two kinds of: "volunteers and volunteers" and "part-time and part-time"。Then, in the aspect of volunteer recruitment, training, evaluation, motivation, social work agencies and volunteer organizations there are different degrees of difference。Differences embodied in recruiting object choice difference, the difference of the choice of the ways of recruitment, the selection standard of high and low, the amount of training opportunities, to evaluate the way, the perfect degree of the volunteer security and incentive。According to these differences, the author has carried on the thorough analysis from different angles to explore。Respectively based on this, puts forward the human resource planning, recruitment plan of the volunteer and selection criteria such as optimization strategy, in order to promote the continuous of volunteer service, efficient。

1 引言
1。1 研究背景
作为人类文明中的一种进步现象，社会组织自上个世纪90年代开始在中国的城市中兴起。近年来，伴随着我国经济社会的巨大变迁、众多社会问题的不断涌现，再加上党的十八大建议“增强社会改革，就应该从大众的利益出发，扩大公共服务的平等性，创新社区建设，促进和谐进程完成”，社会组织无论是从数量上还是影响力上都取得了长足的发展，成为了政府和市场不可取代的第三部门。社会组织不仅致力于广泛动员社会资源、形成良好社会氛围和人际关系，而且在有效弥补政府服务和市场服务的不足、推动社会公平正义、维护社会和谐稳定等方面都发挥着越来越重要的作用。国家统计局数据显示，1995年年底，中国的社会组织单位只有18万余个，但截至2014年底，全国已有社会组织单位60。6万余个，从业人员已逾680万人；更有数据显示，2011年全国社会组织增加值已经达到了660。00亿元。以上数据说明，我国社会组织事业的春天即将到来。 社工机构和志愿者组织的志愿者管理比较研究:http://www.youerw.com/guanli/lunwen_202511.html
