摘 要：由于我国政治经济体制改革，处于转型时期的社会矛盾频发，社会组织无力担负起政府希冀所承担的职能，公益孵化器作为种新型的公益培育机制应运而生。作者曾于2016年末在心苑社会工作机构实习，淮安市孵化中心委托心苑社会工作机构进行管理，因而作者得以有机会对孵化中心进行深入了解，学习公益孵化器的运营模式、运作方式等。同时在实习工作期间也接触到了在孵化中心入孵的社会组织，试图进行公益孵化器对社会组织的功能分析。本文采取文献研究与实证研究相结合的方法，立足我国公益孵化器的实际情况，选取代表淮安市社会组织培育发展中心，通过系统论述淮安市社会组织培育发展中心的成立背景、运营模式、运作方式，并对淮安市孵化中心进行实地考察，总结出公益孵化器的一般功能，同时提出其在发展中所面临的问题，在此基础之上，尝试着给出建议，希望能对我国公益孵化器在全国内推广提供借鉴。94554

Abstract:Due to the reform of political and economic system in China, the social contradictions in the transitional period occur frequently, social organizations’ performance of assuming the function can not achieve the government’s expectation, as a new kind of public service cultivation, the public service incubator mechanism emerged。 At the end of 2016, the author worked in Xinyuan social work agency, which Huaian incubation center entrusted to manage, so the author had a chance to understand the public service incubator, and learn its operation mode and operation method。 At the same time, the author also contacted the social organization in the incubator during the internship, trying to carry out the function analysis of social organization。 This paper based on the actual situation of public service incubator in China, adopts the method of combining literature research and empirical research, discusses the establishment background, operation mode and operation method in system, and summarizes the general function of public service incubator, puts forward the problems in development, and tries to give some suggestions。
