摘要作为我国新的一轮产业的突破点，战略新兴要产业加强它的科技人才内育和集聚水平。同时是增进产业技术升级的必然通道。本文主要是依据战略新兴产业发展的特点，研究科技人才内育与它的集聚,还有其内育效应，又紧接着研究战略新兴产业与科技人才的耦合模式和它的评估，通过分析调查，得出它们之间的关系。以海洋产业为例，采用时间数据序列，创建海洋科技人才集聚和其产业这两个系统的批核评价机制。以此计算耦合的协调度模型和其耦合度。根据一系列的测评研究，得出海洋产业集聚和人才集聚之间是相辅相成的结论。86695
