摘要：近几年来，随着我国东部沿海动态比较优势的变迁，加工贸易逐步向中西部地区转移，促进全国各个地区的加工贸易的均衡发展。中部崛起的战略的提出也为河南省发展加工贸易起了很大的推动作用。在这个背景下，河南省应该立足本省加工贸易的现状和特点，利用自身相对优势和在全国经济格局安排中的位置，使加工贸易转移发挥最大效用。本文首先分析了河南省加工贸易的现状，结果显示河南省加工贸易稳步发展，但和东部发达地区相比仍有很大的差距。进一步的通过对河南省发展加工贸易的有利条件进行研究，结果表明河南省在发展加工贸易上具有区位优势，自然资源丰富和劳动力资源丰富等方面的优势。接着，通过分析发现加工贸易产业链短，附加值低以及物流成本高等因素是河南省发展加工贸易的限制因素。所以要加快河南省加工贸易产业的转型升级。文章分别从政府、企业两个角度提出解决方案。政府应当完善对加工贸易的监管，做好加工贸易的产业选择，推动出口加工的建设和产业集群的发展等。加工贸易企业应当加快技术创新，促进提高科技含量，增加产品附加值，建立完备的运输、仓储、物流体系，强化人力资本积累和培育，打造复合型人才。31515

The development of Henan processing trade
Abstract：Recent years, along with the changes of the dynamic comparative advantage of the east coast areas, the processing trade gradually shifts to the central and western regions in order to promote the balanced development of the processing trade. And the strategy of rising the development of central area also provides a historical opportunity to promote the development of the processing trade of Henan province. So, Henan province should make clear analysis of the current situation and the processing trade , grasp its comparative advantages and the position advantage in the national economic gradient, clarify development ideas, make the transfer of processing trade maximize utility. This paper analyzes the present situation of processing trade in Henan province, the results show that the processing trade of Henan province have been developing steadily, but still has a big gap compared with the developed eastern region. Further study of the advantage of the processing trade of Henan province,the result shows that Henan province has the geographical advantage, the advantage of natural resources and labor resources, etc. Then, through the analysis found that the development of processing trade in Henan province has many limiting factors,for example,the value chain of the processing trade industry with high logistics is short and has low added value. So Henan province should speed up the transformation and upgrading of processing trade industry in.Government and enterprises should put forward solutions. Government shall improve the processing trade industry choice, promote the construction of export processing zone,set up evaluation mechanism to fit the development of processing trade, improve the processing trade regulations, etc. Processing trade enterprises should speed up the innovation of the technology, improve the scientific and technological level, increase product added value, establish a complete transportation and logistics system, strengthen the human capital accumulation and cultivation, build a inter-disciplinary talent.
