摘要：本文结合淮安市第六次、第五次人口普查及相关数据分析淮安市人口老龄化发现人口其呈现老年人数量增加、人口高龄化、低健康和低收入的特征，而淮安市养老服务业存在床位供应不足、服务人员数量少水平低、政府投入少和养老模式单一等问题。人口老龄化对养老服务业的影响主要表现在：一是刺激养老服务需求；二是促进养老服务水平的提高；三是增加政府投入；四是引导养老服务发展方向。为此提出包括增加养老服务供给；完善养老服务人员、队伍提高服务水平；补充养老机构类型；引进连锁管理模式和实现养老服务购买加大政府职责五项可行建议。

Abstract:In this paper, based on the sixth and fifth population census and the related data analysis on population aging situation and its influence on pension services. 1 引言
