摘 要：近年来，苏州工业园区服务外包产业发展迅猛，成绩突出，现已成为带动园区经济增长最重要的力量之一。本文通过对苏州工业园区服务外包产业现状的分析探讨，提出了目前服务外包发展中存在的问题和困难，并进一步提出了一套适合苏州工业园区自身特点的解决方案。面对服务全球化的重要趋势，苏州工业园区服务外包应抓住这一历史契机，在企业规模、业务升级、人才培养、知识产权、载体建设等方面采取有效措施，将苏州工业园区建设成为国际一流的服务外包基地，促进园区经济持续、稳定发展。56741

Abstract：In recent years, the service outsourcing industry in Suzhou Industrial Park is developing rapidly and makes outstanding achievements. It has been included in the overall layout of the development of national service outsourcing industry. Through the analysis of the present situation of Suzhou industrial park service outsourcing industry in this paper, it further puts forward to the existing problems and difficulties in the development of service outsourcing . and then put forward a set of consistent with the Suzhou Industrial Park characteristic solution. Facing the service globalization ,it also brings historical opportunity, Suzhou industrial park service outsourcing should seize the opportunity and take measures to improve the enterprise scale, business promotion, personnel training, intellectual property, carrier construction,I believe it   will make Suzhou Industrial Park become an international first-class service outsourcing base and promote the park sustained, stable development.

1  引言

服务外包产业是基于在经济发展的带动下，企业为了更好的发展，将其非核心的业务外包出去，利用外部最优秀的专业化团队来承接其业务，从而使其专注核心业务，达到降低成本、提高效率、增强企业核心竞争力和对环境的应变能力。

进入21世纪以来，随着苏州工业园区制造业和加工贸易吸收外商投资规模的持续扩大，园区作为制造业中心，地位不断提高。然而，园区制造业发展的优势主要表现在人力资源，假如继续发展制造业，土地成本增加，资源损耗严重，园区的产业结构不但得不到优化，还会阻碍经济社会的可持续发展。随着园区制造业的集聚，从中独立出来的技术开发、设计策划等服务外包产业对制造业的转型升级和支持作用逐渐显现，这些服务外包产业具有节约成本，增强创新能力，提高财务业绩，强化核心竞争力以及资源消耗少，环境污染少，附加值大，不受地域限制等特点，有效的规避了传统制造业过去那种高能耗，凭借廉价劳动力，为跨国公司代工的局限性。为了提升产业水平，加速推动经济转型升级，扩大园区的对外开放程度，苏州工业园区积极抢抓服务全球化机遇，大力发展外包产业。 苏州工业园区服务外包存在的问题及对策研究:http://www.youerw.com/jingji/lunwen_61316.html
