摘要：现如今，我国的钢铁产业产能过剩十分严重，钢铁企业数量过多鱼龙混杂。钢铁进出口的产品主要以粗钢等低级钢铁为主，结构组成较差。国家为解决此问题已经多措并举，正全面展开去产能进程，但目前本轮去产能进展不及预期。从长期看，去产能化无疑对于钢铁的生产和进出口有益，可帮助完成其加速转型。但短期来看存在进度及标准不统一、抑制地方经济发展和兼并重组效果差等问题。从本质上看，去产能化有利于钢铁进出口产业进行合理调整。本文通过研究马鞍山钢铁集团和首钢集团在去产能过程中的具体做法和实际效果，得出相应的解决方案：去产能政策下钢铁进出口发展策略——首先，基于提升质量的战略性发展策略和全力推进体制改革，有效配置资源；其次，拓展新的产业模式及业态，通过互联网+新业态、靶向产销的新模式、“绿色钢铁”的发展模式、加大钢铁产业研发投入，促进高端钢铁出口等方法进行改进，从而实现在去产能政策下我国钢铁进出口产业的转型升级。70957
