排污权交易过程中的利弊与改进

摘要近几年，我国开始倡导建立资源节约型、环境友好型社会。排污权交易作为一项环境经济政策，最早在美国被提出和实行，随后进入我国，并在我国多个省市进行试点，但由于我国各项政策在排污权交易制度的问题上没有跟进和完善，以至于该制度在我国的发展和推行受到了一定的限制。本文以嘉兴市的试点为例，简要阐述排污权交易政策的背景与意义，对排污权交易制度的起源、发展、主要思想及其在我国的推行现状等问题进行剖析，以小见大，分析该制度的可行性、必要性以及取得的成效等，研判我国现行的排污权交易利弊，并提出改进方法。71975

Abstract In recent years, China has advocated the establishment of resource-saving and environment-friendly society。 Emissions trading, as one of the environmental economic policy, the earliest in the United States is proposed and implemented, and then entered the China, and a pilot in various cities and provinces in China, but due to the policy of our country in the emissions trading system did not follow up and perfect that the system in the development of our country and implementation has been limited。 In this paper, the pilot of Jiaxing City as an example, briefly emission right trading policy background and significance of, the emissions trading system origin, development, main idea and in our country's current situation of the implementation of the problem analysis, smallness, the feasibility of the system, the necessity and the achieved results analysis, judged China's current emissions trading advantages and disadvantages, and put forward the improvement methods。
