摘要：近年来，河南省的新农村建设深入开展，取得了一定的成绩。但河南作为一个人口大省、农业大省，在新农村建设中存在一些制约因素。在新农村的建设过程中存在着形式主义、规划不够全面科学、建设中各方面力量配合不足、社会保障水平事业发展缓慢等问题。要解决这些问题，推进河南省的新农村建设，河南省应打破形式主义，切实落实各项惠农政策、坚持科学规划、发挥农民的主体作用，各方面配合共建新农村、发展农村社会事业,提高社会保障水平。9954

The Problems Existing in The Henan Province New Rural Construction And The Countermeasures
Abstract：In recent years, the development in henan province in the new rural construction, has obtained certain achievements.But as a populous provinces, henan agricultural big province, there are some restricting factors in the new rural construction.Exist in the process of the construction of new countryside formalism, planning is not enough comprehensive science, with insufficient aspects in the construction of power, the problem such as slow development of the level of social security undertakings.To solve these problems, promote the new rural construction of henan province, henan province should break the formalism, earnestly implement the various favorable policies, adhere to the scientific planning, exert the principal role of farmers, each aspect to cooperate to build new countryside, the development of rural social undertakings, improve the level of social security.Only in this way can the new rural construction of henan province healthy, harmonious and steady development.

河南省新农村建设中存在的问题和对策前言
建设社会主义新农村是和国家在新世纪做出的重大战略抉择，是我国社会主义现代化建设的伟大工程和历史任务，是新形势下推进农村改革发展、增加农民收入的行动纲领。新农村建设是一个庞大而复杂的系统工程，涉及到政府职能转变和多方利益的协调。为了进一步推进河南省的新农村建设，笔者对现阶段本省新农村建设的现状与问题进行了系统性分析，提出相应的对策和治理措施。
一、新农村建设的基本理论
（一）概念
新农村建设的理念，始于2005年10月，在中国的十优尔届五中全会中，通过了《十一五规划纲要建议》，提出要按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求，扎实地推进社会主义新农村建设。因此，可以对新农村建设进行如下界定：在社会主义制度下，按照新时代的要求，加强农村经济、政治、文化和社会等方面的建设，最终实现经济繁荣、设施完善、环境优美、文明和谐的长远目标。 河南省新农村建设中存在的问题和对策:http://www.youerw.com/jingji/lunwen_8845.html
