摘要：国际环境对一个国家的发展有着深刻的影响，研究一个国家的外交政策的变化对于探索一个国家国际环境的变迁具有重要意义。能否制定符合国际环境的国家外交政策对一个国家在国际上的发展有着极大的影响。外交政策要随时代的变化而变化，紧跟时代步伐制定符合时代特征的外交政策来稳定国家的发展。当今世界的国际环境整体上是机遇与挑战共存，但和平与发展仍然是时代的主题，本文主要研究新中国的国际环境变化以及现在所面临的问题，并提出一些解决措施。因此，这一时期中国要抓住机遇准确判断国际形势与环境，以灵活的手段、积极的态度开展外交。77999

1 引言
国际环境是一个国家发展的重要外部制约条件，国际环境对一个国家的各方面的发展存在着重要的意义和影响，并对一个国家的政治、经济、军事等方面都存在着一定的制约甚至是决定作用。稳定的国际环境不仅可以加快促进一个国家的经济、政治、军事等方面的发展，也更加有利于国家之间进一步加强交流和合作共同取得进步。如果没有和平的国际环境，国家就不能正常稳定的发展，国家得不到发展就不能强大，国家不能强大国力就会下降，国力一旦下降就很有可能会被其他国家欺凌。所以和平稳定的国际环境对一个国家的发展崛起起着至关重要的作用。在十五大报告上曾经指明，追求和平、谋求合作、共同发展是当前时代的主题。新的世界大战在未来的很长一段时期里面都是可避免发生的，因此想要让国际的环境和周边的环境能够处于和平状态的愿望是有可能实现的。国际环境由诸多因素所构成。其中最为重要的就是一个国家的外交环境。随着中国的政治经济军事快速发展，国际环境也变得更加复杂多变，中国应根据国际环境的变迁及时进行调整外交政策和应对国际环境带来的一系列挑战。 中国的国际环境变迁研究:http://www.youerw.com/jingji/lunwen_89761.html
