摘要目前不动产统一登记工作刚刚开始，不动产统一登记数据库标准征求意见稿刚 刚下发，各地不动产统一登记系统尚处于研究阶段，不动产统一登记数据库尚不 能完成房屋等要素的精细化表达需求。73824

针对上述问题，经过详细解读《不动产登记信息数据库标准》和《不动产登记 数据整合技术规程》文件和查阅大量参考文献的基础之上，利用 ORACLE 技术， 设计并物理实现了不动产统一登记数据库。

还针对不动产实施细则，开展了不动产统一登记系统的设计，利用 ARCENGINE 技术实现了简单的不动产统一登记系统的研发以及数据的装载与测试。经过测试， 开发的系统可以实现：（1）建立行政区与管理区索引体系；（2）实现了行政区地 图的读取与专题图制作；（4）实现了不动产单元的管理（房屋与土地）、查询、 统计与分析；（5）可以实现不动产证书的打印。

实践证明：按照国家规定的数据库标准和数据整合建库技术规程而设计的不动 产数据库把分散在各单位的数据资料整合在一起，为不动产统一登记系统的开发 奠定了良好的基础，而对不动产统一登记系统的研发也可以方便工作人员对不动 产相关的登记、审批工作和大众用户对土地、房屋等不动产信息的查询服务，从 而切实提高工作效率，实现资源共享。

Abstract Uniform registration work has just begun, and the current real estate unified real estate registration database standard draft just issued for a short time, the local real estate registration system has been still in the investigative stage. Besides, unified real estate registration database could not meet the refined expressive requirements that completing some factors such as the buildings.

Referring to the above problem, basing on the "standard  of real estate registration information database" and "regulations of real estate registration data integration technology, consulting a large number of references, and using ORACLE technology, scientists designed and physically implemented the existence of unified real estate registration.

Except this, they also carried out the designation of the unified registration system of real property in view of the real  estate detailed rules for the implementation. In addition, they also implemented a simple unified registration system of real estate development and the loading and testing data by using the ARCENGINE technology.

Throughout the test, they found out that the following  technology can be achieved by the developmental system: (1) to establish administrative region with administrative zone index system; (2) to implement the administrative region map reading and thematic map; (4) to achieve the management of real estate unit (building and land), query, statistics and analysis; (5) to achieve the print of real estate certificate.

Practice has proved: the real estate database which designed according to the regulations of the state of the database standards and technical regulations for building a data integration united the data that scattered in various units and has laid a good foundation for the unified registration system of real estate development. While the development of the unified registration system of real estate can be very convenient for staff to the registration of anything that related to the real estate, the examined and approval work and query service that the civilized people possess for the real estate information such as land or houses in order to improve work efficiency effectively and realize resources sharing.
