摘要：从70年代以来，计算机信息技术便开始了飞速的发展，如今计算机已经被广泛应用到社会生产生活的每一个角落。高校作为重要的科研机构，每天都要对繁多的科研信息进行统计管理，以往的管理操作中包含了大量的重复劳动，消耗了大量的人力其工作效率非常低而且出错率也非常高。因此，为了提高日常的科研管理工作效率，避免因人为失误造成的损失，开发一套安全规范的科研管理系统势在必行。78006

针对目前的实际情况进行计算机网络和信息技术的应用，对高校科研项目网上评审系统进行设计和开发，将项目的申报、管理和评审的流程简单化，并对项目申报和评审的过程加强管理，以此来实现教科研项目申报和评审工作的信息化和网络化。

本文首先分析了高校科研信息管理系统的功能需求，然后探讨了合适的开发技术和架构，对高校科研信息管理系统进行了需求分析、功能设计、数据库设计和详细设计。在实际开发过程中，采取了B/S模式开发。
