摘 要预算管理是指企业通过编制预算，对其内部组织的各种财务资源和非财务资源进行分配、考评和调整，使企业的生产经营活动变得更有组织性、协调性，业绩评价更有科学性，达成经营目标，实现长远的发展。预算管理是企业管理的重要工具，有助于企业提高管理水平，增强竞争力，是达成企业长期发展目标的重要内部控制和管理制度。因此，提升企业预算管理的有效性对于企业的生存发展而言至关重要，是企业在日常管理中必须面对的问题。本文旨在对企业预算管理中存在的问题和对策的进行研究和探讨，通过对预算管理有效性的理论分析和对比分析，得出结论，提出企业全面预算管理的组织模式和构建方法，总结出提高预算管理有效性的方法对策，从理论和实践上进一步加强企业预算管理的有效性。86391

Enterprise budget management: problems and solutions
Abstract The definition of budget management is: The enterprises make use of the function of budget, allocating, evaluating and adjusting the internal and external resources。 The aim of budget management is to make the production and business activities being more coordinated and organized, mean while, the performance evaluation will be more scientific。 Budget management is able to help the enterprise achieving its goals and make long-term developments。 Budget management is an important tool for enterprise management which helps to improve the management level and enhancing competitiveness。 Budget management is an important internal control and management system, this system is beneficial to achieve the long-term development goals of the enterprise。 As a result, how to improve the effectiveness of the budget management is a significant problem for the development of the enterprise, also a problem must be faced in daily management。 This paper aims to study and discuss the effectiveness of the budget management。 Come to conclusion through the theoretical analysis and comparative analysis。 Putting forward the methods of budget management and finding the way to build the organization mode。 Summarize the beneficial method to improve the effectiveness of the budget management, theoretically and practically。
