摘要从2012年1月1日开始，交通运输业被纳入“营改增”的试点范围。到2014年1月1日为止，交通运输业包括铁路运输业在内的所有企业已经全部实现“营改增”。本文通过对“营改增”的背景和必要性做出简要分析，并针对交通运输业的各细分行业的大多数企业“营改增”的财务数据进行处理，发现部分企业的税负不降反增，违背了“营改增”结构性减税的目标。对于这种情况的出现本文选取了交通运输业有代表性的上市公司——广深铁路做案例，对其“营改增”前2013年的财务数据进行模拟测算，测算出其“营改增”后的数值，并与2014年实际数据进行对比，对于流转税、企业所得税两大税种的税负变化原因进行了详细分析。在此基础上为企业更好地应对“营改增”提出相关对策。83677

Title The Implementation Effect of “VAT instead of Business Tax”In Transportation_
Abstract Transportation has joined "VAT instead of Business Tax”since January 1, 2012。 Until January 1, 2014, all the transportation enterprises including railway’s have completed this tax reform。 By making brief analysis of the background and necessity of"VAT instead of Business Tax” , and processing the financial data of the various business of transportation after "VAT instead of Business Tax”,it found that part of the enterprises’ tax burden did not decrease,but increased instead, violated the goal of structural tax cuts。 For this situation,the paper selected a representative transportation enterprise --Guangshen railway as case, calculated its financial data of 2013 by simulation, measured the value after "VAT instead of Business Tax”, and compared with the actual data in 2014, analyzed the reason of tax changes of the turnover tax,and enterprise income tax for detailed。 On this basis, it put forward relevant countermeasures for enterprises to better cope with "VAT instead of Business Tax”。
