非公企业工会主席直选的经验和问题

摘 要 改革开放以来,中国的经济结构发生了翻天覆地的变化。非公企业得到了快速的发展。社会阶层也发生了一些分化,劳资双方的矛盾也日渐突出。劳资关系的稳定,对于社会的稳定有着重要的意义。作为工人组织的代言者,工会改革是缓解劳资纠纷的重要突破口。市场化的改革的推进,也使得原先的工会主席由老板制定的方式也越来越不适用,工会主席的直选成为呼声最高的改革方式。近几年,中国沿海地区企业也进行了工会主席直选的尝试,取得一些成效的同时,也暴露了一些如职工的素质不高,工会主席不能有效发挥其职能等问题。为了解决上述问题,我们必须了解工会主席直选的现状及意义。本论文以广东省非公企业为例,以现有的文献及调查资料研究非公企业工会主席直选的现状,重点发现其中的问题,并针对所出现的问题提出相应的解决策略。从而使非公企业的工会主席直选能够更好的进行,让工会主席发挥其应有的职能。10769 关键词:工会主席,非公企业;直选;对策 Abstract Since China's reform and opening up, great changes have taken place in China's economic structure. Non-public enterprises obtained the fast development. Some have also taken place in the social class differentiation, the contradiction of both sides of Labour and capital are increasingly prominent. The stability of labor relations, has important implications for social stability. Televsion as workers organization, the trade union reform is an important breakthrough alleviate labor disputes. The advance of market-oriented reform, and also make the original way of the trade union chairman shall be formulated by the boss is becoming more and more is not applicable, trade union chairman of direct elections became the highest calls for reform. Enterprises in recent years, China's coastal areas and the trade union chairman direct attempts to obtain some results at the same time, also exposed some such as worker's quality is not high, trade union chairman cannot effectively play its functions. In order to solve the above problems, we must know the current situation of the trade union chairman direct and significance. Taking non-public enterprises in guangdong province as an example, in the existing literature and the survey data research status of non-public enterprise trade union chairman direct the found the problems, and put forward the corresponding solution strategy for the problems. So that can better direct election of non-public enterprise trade union chairman, trade union chairman play its proper function.
