摘要公共自行车作为最环保的交通工具正在被人们所接受，其对于公共交通有着深远的意义，公共自行车不仅在保护环境，节俭能源发面发挥着巨大的作用，还在解决交通拥挤，减少城市交通事故方面同样有着重大意义。本文以宿迁市为例，以租赁点规划的相关理论对宿迁公共自行车租赁点布局进行详细研究并进行理论指导。 本文采用问卷调查法和实地调研法，总结了宿迁公共自行车系统的运营状况。从系统的建设概况、运营状况、系统构成及服务方式对系统进行了详细的了解。通过发放问卷，从使用的人群特征和出行特征两个方面对系统具体使用情况作了细致的分析。 其次，着重阐述了如何合理规划和布局公共自行车租赁点。提出“划区分类，需求预测，规模平衡，灵活调整”的总体布局方案。方案主要是将市区划分为7个区，分别测算每个区的交通需求量，根据两个平衡原则确定市区范围的租赁点个数和规模。通过一系列的研究，最终确定了宿迁市各个分区所需要的自行车站点数和自行车的总量。并预测出宿迁市未来所需自行车的总量，在对宿迁市未来的公共自行车站点的建立有着很好的指导作用。39585

Abstract
Public bicycle as the most environmentally friendly vehicles is accepted by people, has profound significance for public transport, public bicycle is not only in protecting the environment, saving energy to play an extraordinary role in the process of becoming, also in solving traffic congestion, reduce urban traffic accident also has great significance. In this paper, taking an example of suqian to lease point planning related theory of suqian public bike rental point layout in detail research and theoretical guidance. Using questionnaire and on-the-spot investigation, this paper summarizes the suqian public bike system operating condition. From the general situation of the construction of system, operation situation, system structure and service methods understanding of system in detail. Through a questionnaire, from the use of population characteristics and travel characteristics two aspects specific to the system usage has made the detailed analysis. Second, emphatically elaborated how to reasonable planning and layout of public bike rental. Put forward "blocks classification, demand forecast, balance scale, flexible adjustment" general layout plan. Urban plan mainly be pided into seven area, respectively calculates the traffic demand of each area, according to the balance principle of two lease point number and scale of the city limits. Through a series of research, finally determine the suqian partitions need bicycle site number and the amount of bicycle. And predict future suqian the required amount of bicycle, in the establishment of the public bicycle site for the future of suqian has very good guidance.
