摘要20世纪80年代，伴随着政治、经济体制改革的不断深化和计划经济向社会主义市场经济的转轨，为解决竞技体育人才培养过程中遇到的诸多问题，国家提出了体教结合的方针政策。主要表现是:某些一线队伍进入高校；某些二线队伍放到中学；高校自己办高水平运动队。 1987年原国家体委和教委联合下达了《关于在部分高校试办高水平运动队的决定》的文件，批准在全国51所高校试办高水平运动队，其目的是希望利用高校特有的教育、科研人力资源和运动场馆设施物质资源，培养具有高学历、高竞技水平、高层次的优秀大学生运动员，为竞技体育培养更多的后备人才，以弥补传统竞技体育人才培养方式的不足。 61146

经过二十多年的发展，从目前高校竞技体育运动队的数量和运动员人数上看，我国高校的竞技体育运动队已达到相当规模，但从竞技水平和运动成绩上看，高校竞技体育运动队的竞技水平仍不尽人意，与我国最高和世界竞技水平的差距还十分明显。造成这种现状的原因，除了我国竞技体育人才培养模式的传统局限之外，在很大程度上还由于在加强运动队训练强度、力度的同时没有加强运动队的管理，使管理落后于训练。

本文认为高校在竞技体育运动队的管理上应该进一步明确目标定位、统筹规划项目布局、加强高水平教练员队伍建设、完善现有的高水平运动员招生、学习、训练、管理的体系设计和制度建设、实现体育与教育部门培养体系的融合。  

在高校具体建设层面，高校竞技体育运动队发展制度体系的建设应包括涵盖学校、教练员、运动员激励机制；具有完全的独立性和自主性招生体系；以学年为竞赛周期、以单项竞赛为主体、以高校为参赛单位由各单项体协制订竞赛制度体系的具有高校特点的训练、竞赛体系；在保障运动员完成基本学业，达到本科水平的基础上，协调好与竞赛、训练的关系的文化教育体系；涵盖“入口和过程”两个部分的完整的监督管理体系。
